Department of Migrant Workers (DMW)
DMW OEC / OFW Exit Clearance
Many returning workers (Balik-Manggagawa) going back to the same employer, same job, and same country can generate a digital OFW Travel Pass in the eGovPH app (DMW → Balik Manggagawa → Travel Pass) instead of a printed OEC. If your record does not match—or you changed employer/jobsite—use DMW Online Services to update your profile and book the verification/OEC appointment path the portal assigns. First-time hires follow agency/contract-verification rules that differ from simple BM rehire.
Current Department of Migrant Workers exit-clearance paths for overseas workers—including Balik-Manggagawa OFW Travel Pass / OEC exemption versus appointment cases. Legacy “POEA OEC” searches still point here.

Updated October 7, 2026
Same-employer OFW Travel Pass steps come from an official DMW MWO advisory (Oct 2025). Classic same-employer/jobsite exemption logic is corroborated by archived OEC-exemption material still hosted on dmw.gov.ph. Portal chrome may still say POEA—current agency is DMW.

What You’ll Need
Use this as a preparation checklist. Items marked “If it applies” are situational.
Identify your case before you start
Official sourceSame employer + same job + same country with an existing DMW/POEA record usually points to OFW Travel Pass / online exemption. Change of employer or jobsite, no matching record, watchlist/flags, or first-time deployment usually needs appointment and/or contract verification—not the one-tap Travel Pass path.
Valid passport and employment visa / work permit details
Confirm at officeUpdate passport and working-visa information in your DMW online profile before generating a pass or booking. Carry the physical passport and visa/permit when you travel or appear for an appointment.
Existing worker record in DMW / legacy POEA database (for BM rehire paths)
If it appliesConfirm at officeArchived exemption rules require a database record matching the employer and jobsite you are returning to. If the system cannot match you, it directs you to an appointment.
How To Do It
- 1
If same employer / job / country: try OFW Travel Pass
Official sourceDownload eGovPH, create an account, open NGA → DMW → Balik Manggagawa → Travel Pass. Your profile/QR serves as digital exit clearance when you qualify. Keep screenshots/offline access as the app instructs.
- 2
If the app/portal cannot clear you: use DMW Online Services
Official sourceSign up or log in at onlineservices.dmw.gov.ph, update identification and contract particulars, then follow Balik-Manggagawa prompts. When the system cannot grant exemption, book the appointment location and schedule it offers.
- 3
Appear for verification / OEC issuance when required
Confirm at officeBring passport, visa/work permit, and contract documents your appointment notice lists. Change-of-employer and no-record cases often need contract verification (sometimes at an MWO abroad) before a Philippine DMW office issues the OEC—follow the instruction for your corridor.
- 4
First-time OFWs: do not assume the BM Travel Pass path
Confirm at officeWorkers without a prior OEC/DMW record typically process through licensed recruitment / contract verification channels and obtain OEC/clearance as those rules require. Use DMW/MWO instructions for first-time hires rather than the returning-worker Travel Pass flow.
Fees
Eligible Balik-Manggagawa digital pass flows may replace a printed OEC. Confirm any fee assessed in eGovPH or DMW Online Services.
- OFW Travel Pass / BM online exemption
- Covered same-employer digital pass flows are described as replacing printed OEC for eligible workers. Do not assume a ₱100 OEC fee still applies—confirm what the current portal charges (if anything) for your transaction.
- Confirm in eGovPH / DMW portal
- Appointment / OEC issuance fees (if assessed)
- Fee schedules change. Pay only official channels shown in your appointment or portal checkout.
- Confirm at DMW / MWO
Important Notes
“POEA OEC” in search results means DMW today
Official sourceOverseas employment regulation moved to the Department of Migrant Workers. Older pages and portal labels may still say POEA—use DMW Online Services and current MWO advisories.
Same-employer BM ≠ change of employer ≠ first-time hire
Official sourceDo not force every OFW into one universal document list. If you changed employer or jobsite, or you have never been documented with DMW/POEA, expect verification steps beyond the Travel Pass QR.
Where / How To Apply
eGovPH app (DMW → Balik Manggagawa → Travel Pass) for covered same-employer returning workers; DMW Online Services at onlineservices.dmw.gov.ph for e-Registration, profile updates, and appointment booking; DMW / MWO offices when the portal requires in-person verification or OEC issuance.
