LTO Student-Driver’s Permit

Filipino applicants must be at least 16; foreign applicants have higher age and stay rules. Bring the APL form, civil-registry/ID proofs, and parent/guardian consent if under 18. The permit is generally valid for one year from issuance.

This is not driver’s license renewal
Official sourceRenewing an existing Non-Professional or Professional license is a different procedure. Use the Driver’s License Renewal guide for that.
