Driver’s License Renewal
For plain renewal, prepare the APL form, an electronically transmitted medical certificate, your current license, and CDE or reorientation records when they apply.

How To Do It
- 1
Confirm you still qualify for plain renewal
Official sourceThe license must not be expired for more than two years. You must be physically and mentally fit, have no unsettled traffic violation, and complete CDE if it is your first five-year renewal and the CDE exemption does not apply.
- 2
Get the medical certificate and finish CDE if required
Official sourceUse an LTO-accredited clinic so the medical certificate is transmitted electronically. Complete CDE through the LTO portal or an LTO site if you are not in the exempt group.
- 3
Apply at a licensing office or through LTMS
Official sourceWalk-in: get a queue number, submit the APL form and documents, and wait to be called. Portal: use the LTMS Public Portal licensing module if that route is available for your record.
- 4
Pay the renewal fee and any published penalty
Official sourcePlain on-time renewal is published at ₱585. Late penalties are published separately on LTO’s license fee schedule.
- 5
Complete biometrics and claim the card
Official sourceLTO captures fingerprints, photo, and signature, then prints the license card. You claim it after fingerprint verification.
Fees
Only amounts published by LTO are shown as figures. Third-party charges are flagged instead of guessed.
- Plain / on-time driver’s or conductor’s license renewal
- Published both in the Citizen’s Charter walk-in service and in LTO’s license schedule of fees.
- ₱585.00
- Penalty if expired 1 day to 1 year
- ₱75.00
- Penalty if expired more than 1 year up to 2 years
- ₱150.00
- Penalty if expired more than 2 years
- Licenses expired more than two years are not plain renewal. LTO requires examination. Use the expired-more-than-two-years service, not this page’s plain-renewal path.
- ₱225.00 plus ₱100.00 application fee
Important Notes
Expired more than two years is a different transaction
Official sourcePlain renewal is only for licenses not expired more than two years. Beyond that, LTO requires examination. Do not assume the ₱585 walk-in total still applies.
CDE is not required for every renewing driver
Official sourceLTO exempts holders issued a Student-Driver’s Permit on or after 03 August 2020, and those who already renewed to their current license on or after 28 October 2021. If you are renewing a five-year license for the first time and those dates do not apply, complete CDE first.
Demerit points add courses and exams
Official sourceFive to nine demerit points require the Driver’s Reorientation Course. Ten or more but less than forty also require passing the automated theoretical examination.
Where / How To Apply
Walk-in at LTO License Sections, Licensing Centers, District/Extension Offices, Driver’s License Renewal Offices (DLRO), and E-Patrol sites, generally 8:00 AM to 5:00 PM. Portal renewal is also published in the Citizen’s Charter via the LTMS Public Portal.
Counter time after you have the medical certificate and, if still required, the CDE certificate. CDE, medical exam, and appointment waiting are extra.
