Land Transportation Office (LTO)

Transfer of Vehicle Ownership

For a standard private vehicle transfer, prepare the original deed of sale or conveyance and CR, PNP-HPG clearance, MVIR, CTPL proof, and valid IDs of the seller and buyer.

Record a change of motor vehicle owner at LTO after a sale, donation, or other conveyance, so the Certificate of Registration matches the new owner.

How To Do It

  1. 1

Prepare a notarized deed and both parties’ IDs

    Official source

The charter lists the original deed of sale, transfer, or conveyance. Have valid IDs for seller and buyer ready.

  2. 2

Get a PNP-HPG motor vehicle clearance

    Official source

LTO lists an original PNP-HPG Motor Vehicle Clearance Certificate on the standard checklist. Complete that before the LTO transfer queue.

  3. 3

Complete inspection and confirm CTPL transmission

    Official source

Secure an MVIR and proof that the third-party liability COC was electronically transmitted.

  4. 4

File the transfer at an authorized LTO office

    Official source

Submit the complete set. If the CR is from another region, include confirmation. LTO evaluates, encodes the transaction in LTMS, and collects fees.

  5. 5

Receive the new CR in the buyer’s name

    Official source

After approval, LTO prints and issues a Certificate of Registration or CRE. Sign the CR logbook and keep the new OR with the CR.

Fees

Only amounts published by LTO are shown as figures. Third-party charges are flagged instead of guessed.

Important Notes

  • Transfer does not renew the registration

    Official source

This is a miscellaneous registration transaction. Annual renewal still follows the plate-ending schedule and its own Motor Vehicle User’s Charge.

  • Do not rely on the 2024 five-day / 20-day reporting AO

    Official source

LTO Administrative Order VDM-2024-046, which set short reporting and transfer deadlines with large fines, was held in abeyance by LTO memorandum dated 23 October 2024. This page does not treat those deadlines as currently in force. Use the Citizen’s Charter checklist and confirm any current deadline at LTO.

  • Foreclosure, auction, and estate transfers have extra documents

    Official source

The charter has separate checklists for sheriff’s sales, extra-judicial foreclosure, public bidding, and settlement of estate. Those are not the ordinary deed-of-sale path.

Where / How To Apply

All authorized LTO District and Extension Offices, generally 8:00 AM to 5:00 PM. If the CR was issued outside the region, LTO also asks for confirmation of the Certificate of Registration.

This is LTO processing time after complete documents are submitted. PNP-HPG clearance, inspection, notarization, and insurance are separate.
